I have a couple of homes that I would like to make an offer s on but the, the water and electric is shut off.  How do I go about making offers and still be able to see the utilities and water and how they are working?  Any replies are appriciated.  Joe

Make offers subject to inspections. Once under contract the seller will be required to turn on the utilities. I would suggest too that you read the contract word for word before you submit it. There are a lot of good things in there like the inspection information, financing options, earnest money provisions, lots of great stuff

If you need a copy of the promulgated contract, I can send you one or Stokely probably can too.  You should definitely read it over thoroughly and get an understanding of the provisions in it or you're going to end up on the losing end of the proposition.
