I don't live in Houston, but in my market I would say, it depends.  It depends on what kind of investing you want to do.  Are you looking for multi-family homes to rent for cash flow?  Are you looking for houses to rehab and resell?  Different people want to invest in different areas for different reasons.  One rule of thumb that I use-if I don't feel safe going there (to collect rent, make repairs, etc.) it's not the area for me.  Good luck.
