The cooperation and participation of the private enterprises in housing development is intended to help in effective implementation of national housing policies, to solve the urban housing problem, to provide low cost housing to people belonging to poor and low-income families, to ensure development of housing industry on modern industrial lines by achieving efficient utilization of available resources, to mobilize more resources and especially financial investments to the required extent, to promote research in housing development and implementation of the results of that research, etc.

It is obvious that without the government backing and support in many ways it is not possible for the private enterprise to play an effective role.  However, the private enterprises may have to be properly regulated so as not to work merely for maximizing profits but at the same time help shoulder the social responsibility in housing the poor and low-income families.

The evils of speculation and profiteering in land development and in the real estate market and the monopoly and restrictive trade practices should not be allowed to creep in to tarnish the private sector’s participation.  The cooperation between the public and private sectors should be instrumental in organizing the housing development processes as an industry to achieve higher productivity and efficiency and also to equip it to cope up with the large number of urban housing development programmes.

The entire purpose of running a business is to MAKE MONEY, not shoulder social responsibility in housing the poor and low-income families.

The road to hell is paved with good intentions. The actions you describe are sure to make the rich, richer and the poor, poorer. May I recommend that you educate yourself by reading books by Thomas Sowell.
