Skiptracing

I've found 3 houses, boarded up, all beside each other, right up the street from my house so I know isnt a warzone and I got the scoop from the typical nosy neighbors and they told me the story with each of the three houses and they sound like they all have motivated sellers.  The thing is I have NO cash or credit cards so I can't get a skip trace on them.  I already went to my county's property tax info site and got the names of the owners but their current addresses are listed as the vacant properties.  Does anyone know how I can get their current addresses and phone numbers so I can either flip or retail these houses with no money? Already tried the white pages website with no luck. Any advice is good advice.
