I am getting complaints about the neighbor not mowing the yard.

We've paid to have the neighbors yard mowed before, when we were trying to get a place rented.

Otherwise, have the tenants complain to the city and let them deal with it.

Here there is an anti-weed ordinance.  We have a clipboard with numbers of city offices.  We regularly call in weeds, trash in alleys, yard waste in alleys, non-running vehicles and abandoned vehicles.  Put a date by your call.  It may take several calls.

A tenant complaining about a neighbor's unmown lawn is a good thing.  You have a conscientious tenant who wants to be proud of where he/she lives.

I would write a friendly note and drop it by the neighbor's house in person.  Put it in the screen door if they are not home.

Now contact your tenant and thank them for their concern.  Tell them how you are dealing with the problem. Tell them you will let them know as soon as you learn anything about the uncut grass.
