Thomas P M Barnett was an analyst for the department of the Navy.  Just like Jack Ryan (The Tom Clancey Character).  He wrote a book called “The Pentagon’s New Map” This book was around well before 9/11.  It describes the problem with what he calls”The Gap.”  This is the part of the world that is not connected into the world’s interactions.  These interactions include not only its economy but communications, and travel.  The people of the gap tend to be more fundamentalist and have greater disregard for people form the connected world.  Basically the less connected the people are the greater the danger they are.

What we need to do is connect them with the rest of the world.  This includes economics, communication and travel.

Barnett has a briefing which is basically a souped up powerpoint presentation that tells the story really well.  It has been the hottest ticket in the defense world for years before 9/11
